C-1,
W-1, and W-2, who are all MPD officers, were conducting a business check at
the listed location. The listed location is the Sunshine Bar and Lounge. MPD
has prior experience with the location and is aware that the establishment is
supposed to be closed at 0300 hours on Sunday morning. As C-1 and W-1
approached the front door of the establishment, they witnessed approximately
six individuals sitting in the customer area of the location. C-4, who claims
to be security for the establishment, refused to open the door for the
officers. C-3, who is the son of the owner, arrived at the front door and
also refused to open the door for the officers. After a few minutes, C-3
opened the side door of the location, but still refused to let the officers
enter. C-3 was clearly intoxicated and behaving in an aggressive manner. C-3
admitted to having a knife when asked if he was carrying any weapons, so he
was handcuffed for officer safety. S-1, who was standing inside of the
doorway, pushed C-1 and stated, "You're not coming in here"! After
S-1 was detained for assaulting the officer, MPD entered the location. Once
inside, officers identified the individuals who were sitting in the customer
area. Further investigation revealed that approximately fifteen other individuals
locked themselves in a
office on the upper level of the establishment. ABRA Investigators Butler and
Gibril responded to the location to investigate.
While the investigation was taking place, C-4 ran out the back door of the
establishment. He was eventually stopped and frisked in the 800 block of
Floral Place NW. He had been hiding inside of the location ever since MPD
first entered. C-2 is the owner of the establishment. There were glasses of
alcohol on the lower level where the first individuals were identified. Also,
there were opened empty and full sealed bottles of alcohol inside the office
were the other individuals were found. Officers were told that there was no
one in the office. |
